That error may happen if your PayPal Manager is set to Test mode, rather than Live. To fix this, log into your PayPal Manager and go to Service Settings > Hosted Checkout Pages > Set Up, where you should set Transaction Process Mode: Live. While you're there, double-check the rest of our required settings for that screen, as listed in our PayPal Payments Advanced setup instructions, then scroll to the bottom and click Save Changes.
